Dear Commissioner Murray:
The President has asked me to reply to your
letter of January fourth*and to say that he
would not wish to intervene is the decision
reached by the majority of the Atonic Energy
Conmiesion in the matter in question,
particularly since the majority included the
Chairman of the Commission.
I would like to suggest to vou tnat the rrivilege
of appeal to the President against a majority
decision be used with restraint.
Unless issues
involve either some dasic principle or the
~udlic safety, it would obviously be impossible
to cope withthe situtation if the many Comnisslioners in the independent agencies of the
Government apnvealed their minority positicns
